There are some clues and symbolism of fishing while it rains that Randy is giving to us.  The fish is the sign of the Christian or Christ.  And the fish is constantly in the water, thus proving that immersion is the true baptism.  If the fish is removed from the water it dies, thus ending the once saved always saved debate.  Then the fisherman comes while it is raining to remove the fish from water into water.  From immersion to shower.  From baptism to sprinkling.  Thus fishing when it rains is a metaphor for the Holy Roman Catholic Church (spectacles, testicles, wallet, watch).  So what does it say about the fisher, Padre Randy?</description>
